I welcome input, etc. We need to have this before the GBC by DEC 1 in order to get full attention. It also showed me that if we have a similar outline for RDP it would be easier to go ahead. I will also try to present one on the conference. Your servant, Chayadevi STANDARD FORMAT FOR GBC PROPOSALS PROPOSAL NAME: Vaisnava Rural Development Plan PROPOSED BY: ISKCON Ministry for Cow Protection and Agriculture SPONSORED BY (GBC member): CONTACTS (email, fax, address of proposer and sponsor):iscowp (AT) earthlink (DOT) net DATE OF SUBMISSION: PRESENTATION OF PROPOSAL: (maximum 300 words) To reinvigorate ISKCON farm communities in accordance with the wishes of His Divine Grace A.C. Bhaktivedanta Swami Prabhupada, the ISKCON Ministry of Cow Protection and Agriculture presents a Rural Development Plan to establish sustainable principles and practices of land use that encourage participation in lifetime-protected cow-based agriculture and provides tenure security for the participants. The VAISNAVA RURAL DEVELOPMENT PLAN follows this form. Whereas (Please write the facts and principles of your proposal; without any arguments) PRESENTATION OF RESOLUTION: Resolved, That (Please write your proposal as a resolution for voting by the GBC Body) "The GBC Body gives its approval for the VAISNAVA RURAL DEVELOPMENT PLAN presented by the ISKCON Ministry for Cow Protection and Agriculture and an international group of devotee agriculturalists and cowherds. For all centers interested in reinvigorating their present farm community or starting new ones, let it be known that this plan should be referred to as the primary means of establishing viable ISKCON rural communities. EXPLANATION: Please give answers to the following questions: 1) What prompts you to submit this proposal? We are presenting this plan to the Governing Body Commission of ISKCON (GBC) for their approval so that ISKCON Farms can become viable, sustainable, safe havens for the devotees as well as attract non devotees during the future unknown and threatening world events. 2) Why this proposal is important for the success of ISKCON? Cow protection is a foundation principle to the establishment of a potent spiritual ISKCON. Without viable ISKCON farming communities cow protection can not become established. 3) What would be the implications of implementing this proposal? A plan of action can be utilized for ISKCON farming communities which will help them esablish viable working communities. 4) How do you see yourself contributing to the implementation? The ISKCON Ministry for Cow Protection and Agriculture is an advisory body. 5) What budget is needed? 7) What other levels of support? The leaders of ISKCON recognizing and preaching the importance of cow protection within their centers and facilitating in whatever ways they can the development of ISKCON farming communities. GUIDELINES FOR WRITING A PROPOSAL: 1. Check if there are any existing GBC resolutions and laws related to your proposal. 2. The wording should be as the accepted resolution would read should the proposal be passed. A proposal shall not contain arguments but shall simply express the principle. Arguments may be voiced during the discussion on the proposal. 3. A proposal should express a single point or subject. Avoid having too many components in one proposal. There may be several proposals on a related topic. 4. Make your proposal as concise and short as possible. 5. As much as possible, follow the set standard wording listed in the appendix below.
