I have put in a figure (see GBC Ministry budget proposal) for $25,0000 to be

divided equally between the home office (home office actvities described)

and GBC deputies/representatives to travel to goshallas to check on validiy

of reports, encourage reports, develop relationships with cowherds and

educate as to proper care of cows according to standards. Wirh your

experience at GBC meetings is this sufficient?

PRESENTATION OF PROPOSAL: (maximum 300 words)

 

Whereas (Please write the facts and principles of your proposal; without

any arguments) the ISKCON Ministry for Cow Protection and Agriculture has no

budget by which to perform its service to ISKCON,

 

Whereas there have been international instances of cow abuse and neglect in

ISKCON goshallas it is necessary for GBC deputies/representatives of the

Ministry to travel to ISKCON goshallas to verify quarterly cow reports,

encourage cow reports, work with the goshallas to train and educate cow care

according to the cow standards (ISKCON Law 507),

 

Whereas most of those qualified to help cow protection in ISKCON by

traveling to ISKCON goshallas do not have funds for travel,

 

Whereas a home office to network and compile reports from GBC

deputies/representatives, produce literature on the "How To" of cow

protection, correspond with cowherds and goshallas internationally, head up

the development of the VRDP (Vaisnava Rural Development Plan), oversee cow

reports and make recommendations, hold seminars and workshops on ox-power

and related subjects to encourage ISKCON agrarian activities, etc, is

presently operating and falling short of meeting its responsibilities due to

no budget,

 

Whereas Balabhadra prabhu (Minister) works an 8 hour night job 5 days a week

with a poverty level income to pay personal expenses and in the day works on

his farm with 26 cows, a budget would free up his time to do Ministry work,

 

PRESENTATION OF RESOLUTION:

 

Resolved, That (Please write your proposal as a resolution for voting by the

GBC Body)The GBC Body gives its approval for a $25,000 budget for the ISKCON

Ministry for Cow Protection and Agriculture for the year 2002.

 

 

EXPLANATION:

 

Please give answers to the following questions:

 

1) What prompts you to submit this proposal?

No budget for the ISKCON Ministry for Cow Protection and Agriculture and the

ever increasing need for its services within ISKCON.

 

2) Why this proposal is important for the success of ISKCON?

With a budget this Ministry can put programs in place to begin the process

of properly protecting cows within ISKCON and thus the spiritual and

practical foundation of ISKCON is assured.

 

SB 7.3.13

TRANSLATION:

O Lord Brahmä, your position within this universe is certainly most

auspicious for everyone, especially the cows and brähmaëas. Brahminical

culture and the protection of cows can be increasingly glorified, and thus

all kinds of material happiness, opulence and good fortune will

automatically increase. But unfortunately, if Hiraëyakaçipu occupies your

seat, everything will be lost.

 

PURPORT:

In this verse the words dvija-gaväà pärameñöhyam indicate the most exalted

position of the brähmaëas, brahminical culture and the cows. In Vedic

culture, the welfare of the cows and the welfare of the brähmaëas are

essential. Without a proper arrangement for developing brahminical culture

and protecting cows, all the affairs of administration will go to hell.

 

SB 1.14.34

PURPORT

The Lord is the protector of cows and the brahminical culture. A society

devoid of cow protection and brahminical culture is not under the direct

protection of the Lord, just as the prisoners in the jails are not under the

protection of the king but under the protection of a severe agent of the

king. Without cow protection and cultivation of the qualities in human

society, at least for a section of the members of society, no human

civilization can prosper at any length.

 

3) What would be the implications of implementing this proposal?

That the Ministry would have means by which to seriously perform its service

and therefore make it possible for ISKCON goshallas to organize and function

according to ISKCON Law 507 to the satisfaction of Srila Prabhupada's vision

of cow protection.

 

4) How do you see yourself contributing to the implementation?

This Ministry would conduct the home office since it is already doing so.

 

5) What budget is needed?

$25,000 to be put in a bank account specifically for ISKCON affairs and to

be accounted for fully by the end of the year. Half of the budget for the

home office and half for ministry representatives/GBC deputies in need of

funds to travel to ISKCON goshallas.

 

7) What other levels of support?

Recognition by the ISKCON leaders of the importance of protecting the cows

by their cooperation, communication with this Ministry, preaching, actions,

and influence.

 

 

GUIDELINES FOR WRITING A PROPOSAL:

 

1. Check if there are any existing GBC resolutions and laws related to your

proposal.

 

2. The wording should be as the accepted resolution would read should the

proposal be passed. A proposal shall not contain arguments but shall simply

express the principle. Arguments may be voiced during the discussion on the

proposal.

 

3. A proposal should express a single point or subject. Avoid having too

many components in one proposal. There may be several proposals on a related

topic.

 

4. Make your proposal as concise and short as possible.

 

5. As much as possible, follow the set standard wording listed in the

appendix below.

I think it is a good idea to make a proposal along these lines. For one

reason it is stated in the standards (Standard 8) Section "Not allowed"

"Selling lands for the sake of generating cash flow to deal with

non-capital expenditures. This is strictly forbidden except in emergency

situations and then only after approval by the Minister of Cow Protection

and Agriculture and the approval of the GBC." Therefore if we only make a

proposal for stopping any obiligation on ISKCON land until the Ministry is

consulted, it is like repeating a law that is already been passed. Opinions

please.

that all temples, farms and devotees interested in

producing and consuming agricultural products should

start to prepare themselves for more production and

exchanges of produce in as such that it is a favoured

option to buy and consume devotee produce.

 

 

Also, a good CSA site I saw earlier was

farmproject.org
