STANDARD FORMAT FOR GBC PROPOSALS

 

PROPOSAL NAME:Stop the Breeding of Cows in Mayapur

 

PROPOSED BY:ISKCON Ministry for Cow Protection and Agriculture

PRESENTATION OF PROPOSAL: (maximum 300 words)

 

Whereas (Please write the facts and principles of your proposal; without

any arguments) the Mayapur temple and goshalla have continued to breach

The Minimum Cow Protection Standards (ISKCON Law 507) in that they are:

 

I) Breaching Standard 1 Protection which states that it is not allowed to

transfer ownership where all the minimum standards are not observed,

 

2) Breaching Standard 2 Organization of Cow care Facilities which states it is

not allowed to 1) maintain a centralized goshalla without appropriate manpower,

training, congregatonal support, and Cow/Land Trust and 2) Breed without

consideration for land capacity,

 

3) Breaching Standard 9 Requirements for Acquiring Cows which states it is not

allowed to 1) procure or breed a cow for the purpose of supplying milk without

any plans for the care, training and engagement of offspring, 2) to fail to

provide sufficient land, cowherds, and funds to support the cow and /or

offspring, 4) to lease cows without the legally binding and well monitored

contracts as described in #4 of permitted.

 

#4 = Leasing cows - Arrangements for leasing cows to others is permitted if it

can contribute to the overall goal of cow protection, and if the leasor is

legally bound to abide by all Cow Protection Standards, including, but not

limited to, arrangements made for lifetime protection of both cow and calf.

 

Whereas: With the consequences that Mayapur has a breeding schedule that

oblidges the goshalla management to send cows to a non protected environment

the Ministry of Cow Protectiopn and Agriculture offers the following proposal.

 

PRESENTATION OF RESOLUTION:

 

Resolved, That (Please write your proposal as a resolution for voting by the

GBC Body)The following is accepted as the GBC Body position on the Mayapur

Goshalla:

With immediate effect the breeding of cows stops until a satisfactory

thorough 20 year plan is submitted to the Ministry of Cow Protection and

Agriculture demonstrating a breeding scheme that gives lifelong protection to

all the

progeny without course to sending any cows or oxen to outside persons.

 

 

EXPLANATION:

 

Please give answers to the following questions:

 

1) What prompts you to submit this proposal? Due to lack of land, financial

support, communication and action on the part of the Mayapur authorities,

continued breeding for milk production to support the goshalla, cows are still

being given away from the Mayapur goshalla as a regular practice without

thorough checks and balances as required by ISKCON Law 507.

 

2) Why this proposal is important for the success of ISKCON?

By properly protecting cows the spiritual and practical foundation of ISKCON is

assured.

 

Suggested quote or two quotes that hit on organization and government withuot

cow protection.

 

3) What would be the implications of implementing this proposal?

That ISKCON is perceived by the public as the world leader in cow protection

and is saved from further bad karma in reaction to not protecting the most

vulnerable members of the ISKCON society.

 

4) How do you see yourself contributing to the implementation?

This Ministry can offer experienced cow protection devotees and non devotees as

consultants and advisors in forming a cohesive cow protection plan.

 

5) What budget is needed?

At present this Ministry has no budget. Please see additional proposal for

Ministry budget.

 

7) What other levels of support?

Recognition by the ISKCON leaders of the importance of protecting the cows by

their cooperation, communication with this Ministry, preaching, actions, and

influence.

 

 

GUIDELINES FOR WRITING A PROPOSAL:

 

1. Check if there are any existing GBC resolutions and laws related to your

proposal.

 

2. The wording should be as the accepted resolution would read should the

proposal be passed. A proposal shall not contain arguments but shall simply

express the principle. Arguments may be voiced during the discussion on the

proposal.

 

3. A proposal should express a single point or subject. Avoid having too

many components in one proposal. There may be several proposals on a related

topic.

 

4. Make your proposal as concise and short as possible.

 

5. As much as possible, follow the set standard wording listed in the

appendix below.
