This sounds to me like Govardhan Puja Syndrome: when everyone come down to the Goshalla and worships the cow for a day. The question is: what about the other 364 days of the year? What about when the festival is over. Yes, some will give money - but where is the man power, where is the planning and thinking and commitment that is needed to make Srila Prabhupada's plan a reality? I'm sorry to say that I don't think there is any way that "cowherds can be easily supported in the future." That word "easily" is the chief stumbling block. Cow protection is a sacrifice.
