Even if the cowherd was present, he or she might feel too intimidated by the presence of the temple president to express real problems to the GBC. So we said it had to be a private meeting with the GBC, at least once a year. That way the GBC could not claim, "I never knew." That way the cows and bulls had a much better chance of being protected. Our thought was even though the GBC is busy, surely for 1 day out of 365 days a year, they could meet with a cowherd.
