The GBC were given the initial responsibility to see that these reports got done, then the GBC moved that responsiubility to the temple presidents. On top of that the GBC have a temple yearly report where there is a section to give a brief report on the cow department if a temple has one. However most temples do not comply with either. The pupose of these reports was to ascertain the numbers each year. Then the reports are often not filled out correctly leaving the numbers inaccurate. Those we do have follow. For example such and such a farm has 100 "cows" out of which 47 are bulls\oxen and the other 53 are cows. Thank you very much.
