Sounds like a plan to close the barn door a year after you have enabled all the horses to escape -- very odd. But, somehow I do have confidence that the deputy GBC's will be far more conscientious about this than the GBC's have been. However, I find another interesting point regarding what appears to be ISKCON's standard operating procedure to make it hard to communicate with authorities: I note that the GBCs gave all the responsibility for hard work to the deputy GBC's -- however, whereas all the GBC's are carefully listed with zones in the GBC resolutions -- there is no corresponding list of Deputy GBC's -- which makes it very difficult for members to communicate with deputies about different regions of the world.
