What Krsna's plan is, can only be revealed by one who knows Him, qualified by pure devotion, devoid of any material motives. Such a person is our beloved Srila Prabhupada. Would he aprove such a personality cult described by you? It is not a matter of personality, but of motive. One may totally lack charisma and other normally attractive qualities, but the real qualification which is pleasing to Krsna is sincerity of purpose.
