Well, they're not, and so what is the interim solution? If they were, there would not have been the need for the guidelines, but there was heaps of abuse and neglect, hence the need, so you can't just say "it shouldn't be this way". Of course it shouldn't. That's why I say, just like your grandparents who were dependent on the cows for their livelihood and took excellent care (at least while they were alive) so I say this neglect will continue so long as we do not have varnasrama with the vaisya class totally depending on these animals and providing the other classes with their products. Right now our farms aren't. If you milk the cows, work the oxen and care for them (and their ASSOCIATION !!), you will look for them and also count them. Yes, you are perfectly correct, but it is not happening, because there is no need. We are not requiring them for our maintenance. Our farm here is supported by collections in the name of feeding the hungry, guest facilities, and donations in the name of feeding our poor orphans the cows, where it actually goes to paying our bills (this is in our case and others but does not include e.g. New Vrajapura. I would recommend anyone to donate to that farm). Therefore the cows are an extra, a burden, not sources of wealth and good fortune as described in the Bhagavatam. This neglect and abuse is a natural result, as we are observing. However, in the interim, if we learn to see them in their relationship with Krsna and have faith that caring for them will most certainly please Him and conversely not caring for them will make our advancement impossible, as described in so much of our literature, then proper care may be possible, but it will not be as assured as when we are dependent on them. Srila Prabhupada said if you do not work the bullocks you will want to kill them. What more can be said? In the meantime, local, regular observers are necessary. Yes, but whose pushing the FACILITIES in the hands of the cow ministry. If I can help with that, please let me know how.
