Dear Bh. Neeta Madari.

PAMHO. AGTSP.

We greatly appreciate your enthusiasm to stop the slaughter of many many

cows due to the hoof and mouth disease that has spread in the European

sector. You have asked for this Ministry's support in getting other ISKCON

temples, especially in Europe, to participate in campaigning against this

wholesale slaughter.

You may be aware that this Ministry has established as ISKCON Law 507, The

Minimum Cow Protection Standards, passed as law in 1999. Part of this law is

that each ISKCON farm file quarterly reports every year. There is not one

European farm that has filed 4 reports in 1 year. Bhaktivedanta Manor has

filed 2 reports last year, which is the best reporting in the European

sector, but still inefficient for this Ministry to know the full status of

the farm. You have asked this Ministry to encourage a campaign against this

slaughter and we are reporting to you that we can not be sure that even our

own ISKCON Farms are following the MINIMUM Cow Protection Standards.

Therefore we feel ISKCON is not in a position to draw public attention to

ISKCON Farms by staging a campaign against the non devotee slaughter of

cows. In too many cases there has been gross neglect, even slaughter of

ISKCON cows. In our humble opinion we need to clean up our own "backyard"

before waging a campaign against the non-devotees. Example is better than

precept.

Irregardless of the fact that this Ministry can not verify the status of the

European farms due to their lack of reporting required by ISKCON Law , we

feel it unwise to take any risk in drawing attention to the cows there under

ISKCON protection. If anyone can clarify what protection measures if any

are being taken for ISKCON cows. Here is an inquiry from a concerned

devotee on the cow conference that we feel needs to be taken seriously.

<To protect our family of cows within ISKCON at least, do you have any

measures in place? We prey that your cows are protected from this deadly

virus. Please let us know of any measures taken so that we may learn and be

prepared as the agricultural dept in NZ is pretty ruthless if an outbreak

came our way.

Your servant,

Ananta Krsna Dasi>

Most importantly, our energies should be placed in researching and

understanding what are the risks to ISKCON cows and then secondly putting

protection measures in place. Next, to have all ISKCON farms current on

their reporting so ISKCON can act as a knowledgeable unified force. A cow

report form is available upon request to the above address.

We would like very much to hear your response as well as the response from

the authorities in charge of European farms.

Your servants,

Balabhadra das & Chayadevi

It is sad that we cannot campaign against the slaughter of cows in Europe, but

I

think the Ministry's reponse is the most sensible: When it comes to cow

protection, we must clean up our own back yard before we start making a big

agitation with the press.

People who have power are expert in dealing with the press, and if they decided

to publicize the situation of the cows on our various farms, especially in

Vrndavana, India -- the results could be very damaging to ISKCON, indeed. The

whole effort could backfire on us.

Again, this points to the importance of having GBC who are committed to

following ISKCON law 507 and thus providing appropriate managerial oversight

for

our farms -- so that when issues like this come up, we can afford to speak out

in public without the risk of appearing hypocritical and ludicrous.

And again I wonder, why do we allow people to occupy the position of GBC who

staunchly resist following ISKCON law?
