My attempt... Seems Srila Prabhupada is talking here about the freedom which brings the enjoyment, not about the generic enjoyment available in the spiritual world. This statement: "enjoys a life of full freedom, even sometimes on an equal level with the Lord or sometimes more than the Lord" might refer to devotees in parental and friendly relationships with the Lord. Yashoda is sometimes restricting Krsna thus apparently enjoying more freedom than the Lord whereas enjoying freedom on an equal level may mean sakhya-rasa.
