Large/strong karmas have to come into being, but minor ones can be dissolved in the light of meditation. Perhaps the most noted/public description of such things is in the writings of Kriya Yoga practices of the Yogananda lineage. Please have a read. Say you slap me and you do penance but you dont confess or you just meditate to see why you slapped me it does not mitigate said action! Like I said Difference, slight but still there! As I'm sure most people either have read or have experienced, within the depths of meditation much is to be found. Some of this is painful and difficult to work through. Also read some of the works of the likes of Yogananda, Muktananda, Lakshmanjoo Raina, and Shantanand Saraswati (former Shankaracharya of Joytir Math) I believe they comment on such things better than I can.
