It is generally seen for Spouse and general fortune. The statement "Jupiter is in 9th from Navamasa" is not complete in true sense. However, when the point of reference is not given, Lagna is assumed as point of reference, so this statement will mean that Jupiter is in 9th in Navamasa and it will uplift dharma there.
