But DEVI has the power to ward off their effects and protect Her devotees. In this way Devi is Rudrarupini. In Devi BhAgavata : She creates the universe according to Her will. She protects it. At the time of dissolution at the end of the epoch. She destroys it. Devi who causes illusion in the universe acts in all three ways. BrahmA, Visnu and Siva perform their tasks of creation, protection and destruction because of Her blessings. She has bound the entire universe with the bonds of "I and Mine".
