Practically speaking it is just as important for the back seat passengers to wear theirs as if there is an accident and the car stops suddenly the back seat passengers fly forwards and break the necks of the front seat passengers. Many times devotees tell me that "Krishna will protect them," and that they don't need to use these belts, but Krishna is protecting them by giving them good instructions. In the USA we had a horrific van accident last year. The devotees who were wearing belts escaped with minor (comparitively) injuries and the ones who were not either were killed or were incapacitated for life.
