I dont know about thiruviNNagar in particular. I think it is the same mArkaNdEya who is mentioned in the sthalapurANam. Markandeya turned out to be a great devotee, and Parasara Bhattar refers to the Lord as the one liked by Sishtas like mArkaNdEya (SishtEshta:).
