Meaning:

Ruling the sky, bathing in mandhAkini, wearing

the honeyful great flowers around the never-ruining garden

those who walk around, and those who wearing torn cloth

wandering worn out in the forests begging are

the devotees of the golden color milk like ash smeared Lord

and those cheats who are not respectively.
