The state of Donald Rumsfeld's birth, Illinois, had a crazy law when he was born that Standard Time had to be recorded even when DST was in effect, but not all hospitals did so. In his case, the time of birth has been recorded correctly in ADB as CST (Central Standard Time). There has been some question about Rumsfeld's birth time as noted on his birth certificate. In AstroDatabank, his time is quoted in CST (Central Standard Time) though daylight time was in effect at the time of his birth. Illinois is one of those quirky states whose time zones can drive astrologers insane. Again, a law in effect at the time of his birth required times to be recorded in standard time even though daylight time was in effect. ADB has on file a note from Victoria Williams of the Illinois records office stating that all births up until 1959 were entered in CST. Rumsfeld's record in ADB is therefore correct. Kala and Goravani are automatically adding in -1 hr for DST and I think this is wrong. I have written to E.... and ADB to verify this. So for now I think you should use the JHora calculations at ~0 deg. Sagittarius Lagna / Navamsa at 0 Aries and Dasamsa at 0 Sagittarius... (note this degree is near my natal Lagna too) and PLUTO is hovering near there too...the gandanta...
