This is generally referred to by astrologers as "kendradhipati dosha". For a person with Gemini lagna, Mercury is not a functional malefic though he owns the 4th house. Parasara made it very clear that lagna is very auspicious because it is a quadrant as well as a trine. But Jupiter is a functional malefic because he owns two quadrants - 7th and 10th. For a person with Scorpio lagna, Venus is a functional malefic because he owns the 7th house. List of functional malefics for various lagnas can be found in references (1), (2) and (3). An obvious exception to this principle is when the benefic kendradhipati in question occupies own house - a kendra - giving rise to a mahapurusha yoga. If Jupiter is in Pisces for a person with Gemini lagna, Jupiter gives Hamsa yoga and he gives good results. Kendradhipati dosha will not hinder Jupiter from giving good results. Another exception is when a planet owns a kendra and a kona. For Capricorn lagna, for example, Venus owns 5th and 10th and he is a yogakaraka. Kendradhipatya is no longer a dosha." Basically i am not sure also how this dosha is formed because accrding to some if a planet being a lord of two kendras (which is possible only in dual signs) is placed in kendra then there is kendradhipati dosha. Then Badhak will be in Lagna which can give ill health (enemy sign). However person can have good career due to Siva blessings (BPHS).
