President Ford offered amnesty but many exiles boycotted the amnesty program because it required a "legal process" (like reaffirming allegiance). Instead of seeing this as a process that might make it easier for them to reintegrate into a rigid, judgmental society, they chose to see it as worse treatment than Nixon received, therefore many exiles rejected it. Nixon's daily life was protected by wealth and family, but most deserters would have a tougher re-integration process. So President Ford, who had the courage to do all this pardoning in the midst of heated opposition, is damned if he did and damned if he didn't. However one views his efforts, 21,800 Americans were able to come home a few years earlier. And President Carter HAD to find it easier to expand President Ford's program than introduce it entirely on his own. The truth is that when the stakes were his re-election chances (and how often do presidents risk that?)
