There are basically two types of Siva Lingams. One is a "self- manifesting" type which is a smooth lingam shaped stone found in the Narmada river, similar to how Salagramas are found in the Gandaki river. The other type is carved completely from stone or made with a metal yoni with a carved stone lingam (or even made completely from metal or some other substance). Anyway, the second type is not "self- manifesting" and is produced by craftsmen just as other deity forms are made. There is no problem buying or selling this second type (unless it has been installed and worshiped previously, and even then I don't know of any prohibitions.) The first "self-manifesting" type may have some restrictions on the buying and selling of it just as there are such restrictions on the buying or selling of Salagramas. However since I am not an expert in Saiva Agama I can't give you any sastric quote for this.
