Certainly the laws of shastra, but I've never seen anything like the "ISKCON Law Book" in Narayana Maharaja's sangha. Penalty fees? No, if one of Narayana Maharaja's disciples misbehaves, or acts like a fool, he may be chastised, but I have never heard of any penalty fees. The whole universe is completely under the rule of Narayana, according to shastra and authorities, so the answer must be "yes". What made you think that dhanny etc. was talking about this Swami, GuesttseuG, since a guru doesn't own any Universe normally speaking?
