Someone seems to have done a prayog, need help

Dear Guru Bhais,

 

A very good and close friend of mine found this in his house.

 

In our house we have found one hankerchief with a knot tied which contain 1. Raw Rice a full tea spoon,

2. A 2 rupee coin,

3. One haldhi powder put in the form of small packet(In an old news paper) a measure of quantity which can be holded in two fingers.

4. One Cumcum powder put in the form of small packet(In an old news paper) a measure of quantity which can be holded in two fingers.

I require your much needed help in knowing, Is this good for him or has someone done something bad to him.
