If i am the judge a last- minute change of heart is always a possibility. What do you think vibrations from bhandhans do? Have you ever noticed how the environment around your home change as you meditate on the problem? - the drug dealer will move away, the prostitute finds another apartment a few blocks away (i am talking from experience). Never underestimate the power of pure desires. i would have done just what Gautam Thapa did - call for a collective bhandhan. There is absolutely nothing wrong with him or his request.
