The real challenge is administering the whole process from receiving funds; to directing to the physical place and getting things done (of course none of this can happen without the grace of Lord Muruga!). You need someone who will do the job like a professional - clearly define what needs to be done - prepare a checklist - set a starting and finishing date - source out the best contractor for the best price - monitor work-in-progress - regularly spend time in record keeping, and organizing the records - final quality checks - Celebration (Special Worship) to job completion The starting point is to have a dialogue with the locals - priests, managing committee members, local businessmen. All the problems as well as ideas will begin to emerge (like when the Milky Ocean was churned, the poison as well as the goodies began to emerge!). You will then get a real picture of the scope of work involved and what is the $$ commitment needed. Better get local commitment for money as well as effort. Invite volunteers. Either ways frm my knowledge, they prefer to take the money and do it themselves, which i do not think is right going by Indian administrative standards.
