THE BIGGER PICTURE Shame that the TTD (Tirumala Tirupati Devasthanam- Heard of this place in India, Mr President and Mr. PM?), where there is the most famous Sri Venkateshwara mandir?) , which under samuel rajasekhar's government handed over the SVIMS (Sri Venkateshwara Institute of Medical Sciences), Tirupati's cardiac tele-medical facility to the division of Madras Mission Hospital called the Frontier Life Line. Why should the hospital that runs entirely on Hindu devotee's money have anything to do with a christist proselytizing hospital? Generally Hindus have a "dont-bother" attitude unless it affects one personally. Not only in Andhra but the mass conversion is going for several years in Karanataka, Kerala & Tamilnadu. I dont know how widespread this is in other states. I agree the X'ans have received a new boost with Sonia Gandhi at the centre & Reddy in AP. Samuel Rajesekhara Reddy had placed the tainted Swaranjit Sen. a christian as his DGP. In Tirupathi the new TTD Chairman, T Subbirami Reddy was trying to place the TTD funds in private banks and other similar activities were widely reported by the Indian Express newspapers. His endowments minister and endowment commissioner and others joined together had carried out a huge land scam, but when it came out the Chief Minister is forced to act. Chief Minister's brother Y Samuel Vivekananda Reddy appears to be the kingpin of the operation and the kin of a Union Minister from the State, several State ministers, IAS officers and a big shot in the electronic media were involved in the scam. Similar land scams are the order of the day since independence. They have used the services of an endowment commissioner who recently retired. This reminds me of my own experience in Bangalore, when our house was to be registered an about to be retired official had contacted the well known builder and negotiated a bribe rate for registration which was less than the running rate. One major advantage for these government servants is their knowledge of the location of the endowment land, and they secretly destroy them and replace it with alternate records. There are 370,000 acres of Mandir lands in AP. Of this, the Endowment Department does not even have records of lands to the extent of 100,000 acres. The Hindu Religious Endowment Department is now partly staffed by infiltrated christian administrators who sport Hindu names who have no respect for the Hindu religion or its assets. AP Hindu Religious Endowment Department is the only department in AP which does not get a single Rupee as the Annual Budgetary allocation from the A P Government. So this Department has no Governmental source of funding. addition to having all the Mandir resources at its control, It collects 15% of total revenues from Larger Mandirs like the Tirupathi Mandir and 12% from smaller Mandirs. In addition, it collects 3% uniformly from all the Mandirs towards what it has called as " common-good-fund " . Government, in addition to dipping its hands into the Hundi collections can just dip into this common-good fund also for any activity of its choice depending on the whim of the CM. Even the Endowment Departments is not featured in the Official website of the Government of AP while even the minority welfare departments have a link presented in the government website. I remember that some of the Trustee appointed previously was the leading liquor dealers of AP. The government wants to hide from the public glare these details as crores of Rupees are spend for purchases which is being directed to the kith and kin of these members. The Chief Ministers of the AP being either christian or married to christians like Kasu Brahmhananda Reddy, N.Janardhana Reddy and the present Y Samuel Rajesekhara Reddy did not help the matters of the endowment department any further. The Minister made the offer at the Cabinet meeting on Saturday, but Chief Minister Y. S. Rajasekhar Reddy asked him to stay put. The Minister, sources said, was insistent about quitting. The offer to resign, which dominated the Cabinet meet, was seen as a strategic move by Mr. Satyanarayana Rao to wriggle out of the controversy which emanates from his own decisions. He delegated powers of settling issues relating to encroached endowment lands to officials and approved lifting of the ban on registering endowment lands at Devara Yamjal, which is at the epicentre of the scam. The Chief Minister has directed Chief Secretary Mohan Kanda to inquire into the role of Mr Murthy and another IAS officer, the then endowments commissioner, I. Venkateswarlu, in the scam. In another development, Principal Secretary, Home, J. P. Murthy, who was Principal Secretary, Revenue, during the scam period, will proceed on long leave. Sources said the Chief Minister accepted the offer as soon as Mr Murthy made it. Sources said the Minister dragged Pradesh Congress Committee president K. Keshava Rao into the controversy. " Mr Keshava Rao also recommended regularisation in one or two cases which I forwarded to the officials, " he is believed to have told the Cabinet. He said that the officials had lied to him. Dr Reddy was quick to say that Mr Satyanarayana Rao should have studied the case. He said since the government had taken a tough stand and ordered a probe, there was no need for him to resign. He turned down another suggestion that the CBI be called in. Dr Reddy's camp, however, is unhappy over the Minister's actions, which it sees as an attempt to project a clean image at the cost of the Chief Minister. " He involved the PCC president and made the Chief Minister say no to his resignation, " a senior Minister close to Dr Reddy said. S. Rajasekhara Reddy, issuing orders for immediate cancellation of the sales of all temple lands effected by I. Venkateswarlu during his period as Endowments Commissioner. The cancellation covers the sale of the lands belonging to not only Sri Sitarama Swamy and Sri Venugopala Swamy temples, near Hyderabad, but also those all over the State. Dr. Reddy suspended the operation of whatever orders issued by Mr. Venkateswarlu using his powers under Section 89 of the Hindu Charitable & Religious Institutions Act or other top officials in the Secretariat, including J. P. Murthy, previously Principal Secretary, Revenue, which facilitated such sales. Following a representation made by a BJP delegation pleading against alienation of the temple lands, the Chief Minister also announced his decision to keep in abeyance until further orders the process of regularising the encroachments of temple lands as per the GO issued by the Telugu Desam Government earlier. Malleswara Rao Resentment over targeting of lower-level department staff HYDERABAD: In a case akin to the adage `fence eating the crop,' top-ranking officials have been allegedly found involved in the multi-crore endowments land scandal. The Endowments Minister, M. Satyanarayana Rao, is stated to have briefed the Chief Minister on two of these officials who allegedly played a key role in having a GO issued on May 16 annulling an earlier GO (No 810) dated October 14, 2004 which banned registration of the lands at Devara Yamjala and Tarapur belonging to the Sri Sitaramaswamy and Sri Venugopalswamy temples. The first GO was issued in light of attempts by some realtors to register the lands after illegally occupying about 200 acres of these temple lands. It has been found that the Minister, going by a suggestion by the two officials, endorsed the sale of only a particular piece of land to end prolonged litigation over it, but that too through the District Collector. Collector bypassed But, the two officials posed a major chunk of the lands for sale after having their market value assessed by the concerned MROs bypassing the Collector. The MROs issued market-value certificates directly to the Endowments Department much against the rules fixing it at Rs 5.25 lakhs per acre when the rate is anywhere beyond Rs 50 lakhs. According to sources, the Endowments Commissioner who retired on Tuesday, allegedly " settled " the cases over the lands clearing the decks for sale using the discretionary powers under Section 89 of the Endowments Act. Sensing something fishy, the Minister at this stage asked the previous principal revenue secretary to stay the process. The message was conveyed down the line only orally, it was alleged. Scapegoats The lands would have been registered by now but for the sudden unearthing of the scandal leading to suspension of five officials, the sources said. There is resentment among the endowments staff that people at the lower level are made scapegoats. Action against IAS officers is ruled out as they have separate service rules under which the Chief Secretary has to initiate the file, a senior official said. The Anti-Corruption Bureau seized records relating to 236 acres of agricultural land and 99 sq yards of urban property of Sitaramaswamy temple, 10 acres of Venugopala Swamy temple at Tarapur, 1.47 acres of Srisadananda Matalayam in Cuddapah district and 96 sq yards of Sri Kondalla Govindarajulu Trust, Tirupati, indicating that the endowment lands anywhere are not free from these type of muddles. Explanation sought Meanwhile, the Government has sought explanations from the MROs. It asked the sub-registrars concerned to freeze registrations on these lands and annul the sale deeds already registred, if any. It is contemplating restoring GO No 810. J. S. V.
