It means, May the kings rule their subjects well following the path of justice and righteuosness.May the cows and brahmanas louris well and may all the worlds live happily.This is a benediction for the whole society. This prayer means, "May all the living beings in this universe comprising of many worlds, be happy". Actually it is the last of a bigger Prarthana-sloka which reads as "SWASTHIH PRAJABHYAH PARIPALAYANTHAM NYAYYENA MARGENA MAHEEM MAHEESAH. GO-BRAMHANEBHAY SUBHAMASTHU NITHYAM LOKAH SAMASTHAH SUKHINO BHAVANTHU. Meaning: (May the) MAHEESAH= rulers of the country, PARIPALAYANTHAM=take care of, or administer, dispense justice.to MAHEEM= the earth, (the country or the world) MARGENA=(following a path) NYAYYENA (which is justful so that) SWASTHIH = good (will accrue) to PRAJABHYAH= all the subjects.. SUBHAM ASTHU= May happiness prevail GO-BRAHMANEBHAH= to cows and Brahmanas, LOKAH SAMASTHAH SUKHINI BHAVANTHU.= May all the living beings in the universe comprising of many worlds be happy. As one chants one can feel the electrifying power of both the concept and the language. Truly Sanskrit must be the language of the Gods.
