'He' knew that Arjuna having spent a major part of his life in wilderness, his self - image has gone down to pits and is in disarray and out of alignment with 'dharma' and is in no way capable to appreciate / fight for the goodies of life or left any need to become a king / a leader / enjoy kingship / be the right model... and evolve further to godhood and beyond. Instead of living a life of significance he preferred to live marginally as a wandering generality. The discourse 'he' gave in 18 chapters did the trick.
