One can imagine the plight when one travels with absolutely no planning. ( unless one is a 'parivrajaka' where he trusts the divine planner ). In life actions without proper application of the mind is disastrous. That is why the leaders spent most of the time in the world of 'thoughts' with the 'goal' clearly in mind and then aligns with the corresponding 'actions'.
