How to establish Utopia ?

I have a question,

 

The environment is full of Raj (passion) and Tama (inertia). It

becomes very difficult to chant God's name. I am unable to

concentrate after giving a lot of time to Chanting and spirituality.

 

Lord Krishna says ,

 

" Yada Yada hi dharmasya glanirbhavti bharat

Abhydhanam adharmasya tadatmanam srijamyaham "

 

Lord manifests when there is upsurge of unrighteousness, to kill the

evil doers and establish Utopia. How to establish that Utopia ?
