Here is some analysis on determining thithis for North America. In determining thithi, we have to consider the following: 1. Local co-ordinates. That is both logtitude and lattitude must be taken into account. Taking the time difference alone from India will not work as in that we are compensating only for the longtitude, not lattitude. 2. Local sun rise time. Sun rise times vary significantly from season to season as you go up north. 3. Correction for day light saving time. I also have an astrology software that can determine thithi for the local co-ordinate (with all the corrections pointed above). Several temples in North America publish thithi dates. The NY Flushing temple calendar gives accurate thithi begining and ending times. I checked several thithis with the software at randomn and it gave a good fit. Here are the ekAdasi fasting dates for North eastern America after consulting the NY temple calender and the guidelines as per KrishnAmrutha maharnva (dasami should end atleast 1.5 hrs before sunrise on the fasting day). Note: The temple ekAdasi thithi nirnaya appears to be based on smArtha sampradhAya. However, I determined fasting dates based on thithi begining and ending times for our sampradhAya.
