It is brought up by the philosophers of the various schools of classical thought when arguing about pramANavicAra. Since the sense-organs are ONE of the sources of knowledge, the philosophers then entered into a sub-debate about their nature and function. The issue is given real focus by the Jain philosopher AnantavIrya in his work " ParIkShAmukhalaghuvRtti " . As a consequence of this, the philosophers of the other schools came up with their official views on this issue. Then the real " fight " started. This how the tradition of doctrine & debate grew in Indian philosophy. I also note that the Buddhist view seems best to you perhaps because of modern scientific reasons.
