query on King Pruthu

Namaskara to all,

As per Shrimadbhagavatha, when the King Vena died without any hire to

his throne, the sages with their mystic powers brought up King Pruthu

and Archi from Vena's shoulders.

Pruthu was considered son of Vena and made him as the successor.

but why was Archi not considered as Vena's daughter? instead Pruthu

married Archi, who should have been his sister.

my query is how can there be such a great discrimination?

what were the reasons for not considering Archi as the daughter of Vena?

 

Learned people please enlighten.
