This is because, any one thithi's durarion is the extent of time for the difference in angular positions of sun and moon to increase by 12 degrees [with earth as the centre for the purpose of this measurement]. In view of the enormous distance of sun and moon in comparison with the diameter of earth, the whole of earth can be considered as a point and East, West, India, America does not make any difference. This is true for nakshatras, yogas and karanas also. Therefore, the time difference between India and your area does not apply to the commencement / end times of thithis. Or in simple terms the thithis are at the same times as in India. The calculation method is same for everybody (all siddhanthas). For sankalpa, the thithi, nakshatra, yoga, karana and the Vaara ruling one and a half hours before sunrise has to be used.
