I think it makes sense to say " vigilence requires a doer but understanding doesn't " because purely as an empirical matter, this happens to be true. I've noticed this to be true just from watching my ordinary unenlightened mind in ordinary unenlightened meditation. It's just a fact. I'm not " privileging " anything by stating this. I'm simply describing how things happen to be. If we say, " elephants are larger than mice, " are we privileging elephants? It's just a fact. Understanding precludes and is prior to that round and round, chasing tail nonsense. In other words, "Understanding" or "what is", is already the case.
