" They aren't the same thing. He uses the term " consciousness " similarly to how orthodox advaita uses the term " jagrat avastha " or waking state. The waking state is itself an object, and isn't synonymous with the Absolute. After all, there are the dream state and deep sleep states as welll. And behind/beyond all these states is THAT which is anterior to them. THAT which is there when they are not, when universes are absent - from which they come. THAT is for Nisargadatta the Absolute. Orthodox advaita calls it Nirguna Brahman. Others call it consciousness at rest or objectless consciousness, or " consciousness shining in its own glory " (Atmananda).
