If I'm not mistaken, it refers to the use of a concept to remove a concept. It's what I would call the expansion of concepts. At a given level of awareness, some particular concept serves as a barrier to new awareness, such as the idea of a personal God who answers prayers and requires something of us. The idea may be useful at one level of awareness but create confusion and stagnation at another. To ask one to simply surrender the idea will likely fail unless a more expansive concept is offered in it's place, such as the idea that we create our own reality through our focus of consciousness. I think the idea is to then surrender both concepts, which perhaps is only possible when one of them is sufficiently expansive that the mind no longer fully grasps.
