What is important here is where the action comes from, from the source or from my convoluted mind that tries to do good so it doesn`t get wrath. You are saying that doing great good brings great evil so the best thing is to do nothing except have longing in your heart. Wow! That idea is sooooo wrong. You can't use the origination of opposites as an excuse not to do good. That is terrible!! If your heart is full of love to do good, then do good, if you don't then you yourself become a force of neglect and suffering. If bad things arise as you do good, then so be it, that is the drama that needs to be played. Not to act is a tragic cop-out.
