What do you really mean? Do you " make " something or Not? If not... 'who' does?

'who' does? Definitely not mere word-play, ac. As I wrote in a reply I just posted to another message of yours, peace is the end of seeking. The root confusion is the belief in an actor or doer behind the arising of thoughts, actions, feelings, etc. The assumption of a doer creates a sense of time, as the doer is conceived as acting over time. The *direction* of the action over time is the sense of seeking by the apparent doer. But it is all false. There is no doer. There is no seeking, really. So it is a bit misleading to speak of the " end of seeking " , actually. More precise would be to say the *appearance* of seeking comes to an end.
