Members more learned than me would correct me, but I have read it as what we (in advaitin-list) call as BMI. Namely: Body-Mind-Intellect Complex, which causes the bIja for action and actually executes it. I am sure that all vedantins know that all action is generated in thought (antaHkaraNa), either emotional or intellectual, which itself originates in some form of doer-ship (kartRitva-bhaava), which being caused by avidya, is the cause for all saMsaara.
