Samskaras or tendencies exist at the mind level, which is above the action-reaction karma of the material world. So karma doesn't operate at the mind or dream planes, otherwise there would be no need for rebirth, obviously. So of one observes the samskara and one doesn't let it be energised with emotion, it won't manifest as an action. It will still exist in the mind but if one continues with the observation, it will eventually become a fried seed. We have to take ourselves out of illusion, waiting for Kundalini etc to do so won't work. I could go into a whole other talk about how the Sages debunk this idea of Kundalini, and show that it is just the movement of prana and not so organised or smooth. Saguna never interferes She is only ever the Witness. Kundalini comprises everything, it is the universal mind. All of Sadhana is for one thing Concentration, one pointedness and detachment.
