Lao Tzu is also fantasising about peace in the city and peace in the heart or he is misunderstood and means peace in the heart is no mind or anything at all. Even mergence or 'becoming' the Self is a step in illusion for there never was a 'Self' /Saguna. On realisation of the Self one apparently realises NirGuna.
