dear both are diffrent purpose, worship of godess neel sarswati is

helpfull when due to some unknown reason you are not able to use your

gyana or wisdom.

 

for removing off ill efects worship of devi durga will help you.

 

you can chant tara sahstranam for worshiping of neel saraswati. and

durga suktam for for removing of ill efects.

 

mantra i will not sugest becoz it needs alot of vidhana and process,

that is not possible to give all on net. and each and every thing no

one can translet in english, like prnounce also.

 

please find these two stotras, stotras are also same effective as

mantras, yes but mantra have slightly weigtage on other things.
