From Feb 2009 Rahu Mahadasa started, so now it will be possible, as Rahu has rasi and graha drsti on 12L in D4, and Shani (previous dasa) hasnt. Navamsa can ale be Libra then Rahu in Navamsa Lagna definitely will give foreign stay/travel. Problem lies with badhakesh with malefic, this obstruct foreign travels.
