Using Rasi Tulya Navamsa Saturn goes to 12th house of loss. Saturn is 8th and 9th lord. So suo motto it is unable to give Raja Yoga unless and untill influenced by another strong functional benefic in a trine or quadrant. This condition does not fulfills in your case. Mercury is not a funcitonal benefic for your horoscope being lord of two kendra houses. Additionally placed in the house of Mars- who is the greatest yoga breaker for mithuna (gemini) lagna. To worsen the situation- Saturn is placed in the Khara Navamsa Rasi of Taurus ruled by venus. Saturn's placement in the constellation of ketu, associated with badhaka jupiter, and saturn's present trasnit over leo- all adding up to the problem. Although from moonsign saturn is placed in the third house, moon being in rasi sandhi- is of no help. Neither Shani Mantra nor gemstone of Neelam would be of much help. The astrologers must see the lord of the mantra bhava venus- and saturn and their placement. Venus being lord of khara navamsa- mantra can not be used for selfish means- it can be used for helping others. Lagna lord/Mahadasa lord and mantra lord venus/mercury's 2/12 position indicates- incurring losses through mantra. To conclude.. ketu working for badhaka jupiter and starlord sun, who is also Atmakaraka in rasi sandhi. The 2/12 placement of Atmakaraka and Darakaraka and rasi sandhi placement of both the planets are the cause of slow financial growth than desired. Saturn's transit into virgo may make the situation little bit favourable. Still Mercury's weakness has to be overcome. To strengthen Atmakaraka Sun and Darakaraka Mercury prayers for lord sun/mercury = Gayatri Mantra, Vishnu Panchakshara Mantra, Aditya Hridayam etc. would be helpful if done on daily basis. If you still now have the neelam, please get it checked in a laboratory if it is genunine and free from crack, bubbles etc, If found blemish free, you can wear it with daily 1008 recitations of Ganapati mantra for 43 days- to be effective from the clutches of the Ketu and to get freedom from the anger of Goddess Lakshmi ( 5th lord being the lord of Khara navamsa)- daily recitaton of Shree Shuktam or 1008 Lakshmi Mantra for 11 days and then 108 daily would be helpful. Avoid sabar mantra like 'Om Sam Sanischaraya Namah' having no Rishi or guru, use vedic mantra instead.
