Turiya Sandhyaa at night is prescribed to loners, because it disturbs the normal routine. Vedic mantras can be chanted until after 3 ghatis from Sunset, and Braahma-muhurta is regarded as the best period for japa which starts 3 ghatis before sunrise : one ghati is of 24 minutes.
