Saturn is Sub_Lord of 1st cusp not the Mars.Mars is known as House lord of 1st House but it has no role for 1st cusp.Even if you take sub-sub lord then Mars is the Sub-Sub of 2nd only. Hence Blue Sapphire was rightly suggested.
