So if your records show 4:45:00 AM stick with it. These systems of analysis differ. So if you provide a TOB corrected using one system to another astrologer who uses a different system for analysis, the predictions will not be correct even if he a great astrologer. TOB correction is not a simple mathematical calculation. Understand this issue.
