Was he one who was a predecessor, contemporary of Parashara or one who came afterwards? Either way, I find it surprising that neither Parashara nor Jaimini mentioned one another in their writings! I think most Jyotishis were very particular about mentioning and paying homage to earlier teachers, munis, and certainly Gods and Goddesses. Why did Parashara and Jaimini did not mentione the other, both of whom are worshipped as the primary and ancient source of Jyotish?
