The 28th navamsh is the starting point of 4th house. Please read from there and cross it with your running vimshottari sub period of 11th lord which is 8th from 4th and you can arrive at that the same. Why the astrologer arrived at date one year prior to actual date, itwould be best to ask him. He could have been considering the saturn transitting sensitive point as per nadi principles. MAy be he was a kp astrologer using sub lord theory.
